Developed by MPD analysts in 2016, the Networks of Criminality (NOC) Youth Offender Program is a comprehensive offender-based method for identifying key motor vehicle theft and robbery offenders and their social networks. This presentation will feature a thorough discussion of the NOC method, analysis, intelligence product, replicability, and key takeaways relating to the intelligence cycle and tactical crime analysis..

Kevin R. Schlichter and Lucas J. Skaaland

Kevin R. Schlichter and Lucas J. Skaaland are Crime Analysts with the Milwaukee Police Department, both assigned to the Fusion Division’s Tactical Analysis Unit (TAU). Kevin joined in June 2021 and Lucas in November 2022. They collaborate on the operation of the Networks of Criminality (NOC) Youth Offender Program and the analysis of motor vehicle theft trends while providing crucial support to MPD’s Criminal Investigations Bureau. Prior to joining MPD, Kevin specialized in school safety and jail population analysis, while Lucas served as a public safety telecommunicator in Milwaukee’s northern suburbs. Kevin holds a B.A. in Psychology and Sociology from St. Norbert College (2017), while Lucas earned his B.S. in Criminology from UW-Whitewater (2021); both have since earned M.S. degrees in criminal justice from UW-Milwaukee. They aim to enhance the effectiveness of proactive policing and public safety through their analytical expertise and collaboration with other agencies.





TXLEAN was formed in 2017 as an incorporated entity in Texas and is affiliated with the International Association of Crime Analysts (IACA).
